If you wish to take one large digital image or photo and use it as a web background, you should consider the following:
Make sure you are starting with a large image, usually wider than 800 to 1000 pixels. This way the image will not "tile" or replicate over and over again.
Open the image in Photoshop.
In the Layers palette, double-click the background layer. Click OK in the New Layer dialog box.
You can now change the Opacity and the Fill percentages. Lower them both to 40 percent (as per this example).
Next, save your image for the web, into your www folder, and your images subfolder.
Apply the image to the background.
For other advise, go to: "Create an image using layers" in Adobe Photoshop Help. This is online here.
